Its very light-weight steel. Though it looks exactly the way its advertised, the outer pan gets burnt so fast on stove and have to be scrubbed every time. Also the plastic handles start catching the heat and start smelling if the stove is on high heat.
Overall ok for limited steaming work but if you make idlis daily, try searching for some heavy weight wider pan and if possible with silicon/wooden handles.

Outer Vessel / lid is thick plate stainless steel and it wont blow up or fall down due to high steam. Idly plates are sturdy with good plastic knobs and handles to lift. Value for money.

We delivered this product after 2 weeks, this is the only bad thing about this. But product is worth money.
Little bit scratches are there but overall it is good product.
